Her call for mixed fish fisheries to start work from September to develop plans to  make sure the rules are in place by 1 January 2016 and not wait until then is revealing.

On the upcoming new rules coming into force on 1 January 2015, the Director-General made clear that the from the submitted plans  fishermen “know what’s going be there” (see 1:45).

She mentioned that some fishermen are doing great work on selectivity but others are not (see 1:22) and there was a need to encourage technology swaps.

She raised the cultural challenge of ensuring implementation (see 1:46) and wondered aloud why the Scottish East Coast Fishermen had done so much, but the Scottish West Coast fishermen seemingly had done so little.
